7મુ પગારપંચ : HRA – House Rent Allowance (ઘરભાડું) અંગેના નિયમો અને ગણતરી

➡ What Is HRA?

               HRA – House Rent Allowance is An Allowance which is given to an employee who is serving in Central Government or State Government.

               In 1977 Some rules were Revised. The Book ‘Revised_AIS_Rule_Vol_I’ Chapter 22 is dedicated to HOUSE RENT ALLOWANCE. 

➡ શું છે HRA?

               HRA – House Rent Allowance એટલે કે ઘરભાડું એ એક પ્રકારનું ભથ્થું છે. આ ભથ્થું કેન્દ્ર સરકાર અથવા રાજ્ય સરકાર હેઠળ ફરજ બજાવતા કર્મચારીઓને ચુકવવામાં આવે છે.

               સને 1977 માં AIS નિયમોમાં ફેરફાર કરવામાં આવ્યો. આ ફેરફારમાં HRA માં પણ ફેરફાર કરવામાં આવ્યો. તે અંગેની માહિતી ‘Revised_AIS_Rule_Vol_I’ માં પ્રસિદ્ધ કરવામાં આવી. જેન નિયમ 22 માં HRA અંગેની સ્પષ્ટતા કરવામાં આવેલ છે.

➡ Regulation of House Rent Allowance

1. A member of the Service, serving in connection with the affairs of the Union, shall be entitled to draw House Rent Allowance at such rates, and subject to such conditions as may be specified by the Central Government from time to time, in respect of officers of the Central Civil Services, Group ‘A’.

   Provided that where any special orders have been issued by the Central Government to regulate the grant of House Rent Allowance to the members of the Service serving in connection with the affairs of the Union, such members shall be entitled to draw House Rent Allowance under such special orders.

2. A member of the Service, serving in connection with the affairs of a State, shall be entitled to draw House Rent Allowance at such rates, and subject to such conditions, as may be specified by the State Government concerned, from time to time, in respect of officers of the State Services, Class I:

   Provided that the House Rent Allowance allowed to a member of the Service under this sub rule shall not at any time be less than what he would have drawn under sub rule (1),

   had he been appointed to serve in connection with the affairs of the Union at the same station.

3. Every officer whose initial pay is fixed in accordance with sub-rule (5) or sub-rule (6A) of Rule 4 of the Indian Administrative Service (Pay) Rules, 1954 or sub-rule (5) or subrule (5A) of the Indian Police Service (Pay) Rules, 1954 or sub-rule (6) of Rule (4) of the Indian Forest Service (Pay) Rules, 1968, shall be entitled to draw House Rent Allowance in the same manner as a member of the Service under sub-rule (2).

➡ HRA In 7^th Pay Commission

Central Government Had Granted Their Employees the benefits of HRA as declared in 7th pay Commission. They Granted this benefits to employees on 7th July 2017.

There are three slabs in HRA Which are listed below.

• The rates of HRA will not be less than Rs.5400/-, 3600/- & 1800/- at X, Y & Z class cities respectively.
• The rates of HRA will be revised to 27% 18% & 9% for X, Y & Z class cities respectively when Dearness Allowance (DA) crosses 25% and further revised to 30%, 20% & 10% when DA crosses 50%.
• The term “basic pay” in the revised pay structure means the pay drawn in the prescribed pay levels in the Pay Matrix and does not include Non-Practising Allowance (NPA), Military Service Pay (MSP), etc. or any other type of pay like special pay, etc.
• The list of cities classified as ‘X’, ‘Y’ and ‘Z’ vide DoE’s O.M. No.2/5/2014-E.II(B) dated 21.07.2015, for the purpose of grant of House Rent Allowance is enclosed as Annexure to these orders.
• Special orders on continuance of HRA at Delhi (“X” class city) rates to Central Government employees posted at Faridabad, Ghaziabad, NOIDA and Gurgaon, at Jalandhar (“Y” class city) rates to Jalandhar Cantt., at “Y” class city rates to Shillong, Goa & Port Blair and HRA at par with Chandigarh (“Y” class city) to Panchkula, S.A.S. Nagar (Mohali) which have been allowed to continue vide Para ‘4’ of this Ministry’s O.M. No.2/5/2014-E.II(B) dated 21.07.2015 and O.M. No. 2/2/2016-E.II(B) dated 03.02.2017, shall continue till further orders.
• All other conditions governing grant of HRA under existing orders, shall continue to apply.

➡ સાતમાં પગારપંચમાં HRA

કેન્દ્ર સરકાર હેઠળ ફરજ બજાવતા કર્મચારીઓને ૭ મી જુલાઈ ૨૦૧૭ થી સાતમાં પગારપંચમાં થયેલી જોગવાઈઓ મુજબ ઘરભાડું આપવામાં આવે છે.

સાતમાં પગારપંચ મુજબ ઘરભાડાના નિયમો નીચે મુજબ છે.

• અગાઉની જેમ જ સાતમાં પગારપંચમાં પણ ઘરભાડું ૩ સ્લેબમાં આપવામાં આવે છે. જે નીચે મુજબ છે.

શહેરો / નગરનું વર્ગીકરણ	માત્ર મૂળ પગારની ટકાવારી તરીકે દર મહિને મકાન ભાડા ભથ્થાનો દર.
X	24%
Y	16%
Z	8%

• X, Y અને Z ક્લાસ શહેરોમાં HRAના દર અનુક્રમે રૂ 5400/-, 3600/- અને 1800/- કરતા ઓછા નહીં હોય.
• જયારે મોંઘવારી ભથ્થું 25% વટાવે ત્યારે ઘરભાડા ભથ્થામાં પણ વધારો થશે. આ વધારો X, Y અને Z ક્લાસના શહેરોમાં અનુક્રમે 27%, 18% અને 9% કરવામાં આવશે.
• જયારે મોંઘવારી ભથ્થું 50% વટાવે ત્યારે ઘરભાડા ભથ્થામાં પણ વધારો થશે. આ વધારો X, Y અને Z ક્લાસના શહેરોમાં અનુક્રમે 30%, 20% અને 10% કરવામાં આવશે.
• સુધારેલા પગાર બંધારણમાં “બેઝિક પગાર” શબ્દનો અર્થ પે મેટ્રિક્સમાં નિર્ધારિત પગારના સ્તરે દોરેલા પગારનો અર્થ થાય છે અને તેમાં નોન-પ્રેક્ટિસિંગ એલાઉન્સ (એનપીએ), મિલિટરી સર્વિસ પે (એમએસપી), વિશેષ વેતન જેવા પગાર વગેરે અથવા અન્ય કોઈપણ પ્રકારનો સમાવેશ થતો નથી.
• X, Y અને Z તરીકે વર્ગીકૃત થયેલ શહેરોની યાદી ડીઓઇના આદેશ નંબર No.2/5/2014-E.II(B) dated 21.07.2015 થી પ્રસિદ્ધ કરવામાં આવેલ છે.

દરેક સરકારી કર્મચારીને જાણવા જેવી ખુબ જ ઉપયોગી માહિતી. ➡ શાળા છોડ્યાના પ્રમાણપત્ર વિષે ઉપયોગી માહિતી. ➡ રજાના નિયમો વિષે અગત્યની માહિતી ભાગ-૧ ➡ રજાના નિયમો વિષે અગત્યની માહિતી ભાગ-૨ ➡ રજાના નિયમો વિષે અગત્યની માહિતી ભાગ-૩ ➡ સેવાપોથી અંગેના તમામ નિયમો અને માહિતી ➡ સરકારી દફતરની જાળવણી અંગે અગત્યની માહિતી

➡ 1 જુલાઈ 2021 થી DA વધારા સાથે HRA માં પણ થશે વધારો.

               જેમ આપણે સૌ જાણીએ છીએ કે કોરોના મહામારીના કારણે કેન્દ્ર સરકાર અને રાજ્ય સરકારમાં ફરજ બજાવતા કર્મચારીઓનું જાન્યુઆરી-૨૦૨૦ થી જુન-૨૦૨૧ સુધીનું DA ફ્રીઝ કરી દેવામાં આવ્યું હતું. હવે જયારે 1 જુલાઈ 2021 થી કેન્દ્ર સરકાર દ્વારા ફ્રીઝ કરેલું DA રીલીઝ કરવામાં આવ્યું છે ત્યારે હવે મોંઘવારી ભથ્થું 17% થી વધીને 28% સુધી પહોચી ગયું છે.

               ઉપર જણાવ્યા મુજબ સાતમાં પગારપંચમાં જયારે મોંઘવારી ભથ્થું 25% ને વટાવે છે ત્યારે ઘરભાડા ભથ્થામાં પણ વધારો થવાની જોગવાઈ છે. આ જોગવાઈ મુજબ હવે ઘરભાડા ભથ્થું X, Y, અને Z કેટેગરીના શહેરોમાં બેઝીક પગારના અનુક્રમે 27%, 18% અને 9% લેખે ચૂકવવાનું રહેશે.

નોંધ :- ગુજરાત રાજ્ય સરકાર હેઠળ ફરજ બજાવતા કર્મચારીઓને હજુ 7 પગારપંચ મુજબ મોંઘવારી ભથ્થું આપવામાં આવતું નથી.
